Where is a mandatory drug rehab center for adults in Texas?

My brother who is now 21 years battling drug and alcohol abuse. He served in many voluntary rehabilitation centers, but it rocks! He wants to change, as it tries to go to these centers for rehabilitation of the scroll, but when he gets comfortable, he leaves. Please help! What I can say is that the only "forced" installation is usually jail, and it is not the place to the healing process that he deserves.
